Lugano City Council Unveils New Community Services Strategy Targeting Vulnerable Residents

Lugano’s city council presented a new community services strategy on Thursday that consolidates after-school care, senior transportation subsidies and emergency rent assistance into a single block grant system. City Hall says the overhaul, about what the administration calls the Lugano Social Supports Integration initiative, is projected to reduce administrative overhead by 12 percent by the end of 2027, according to budget documents released alongside the announcement.

The policy merges three previously separate programmes that collectively served roughly 2,100 residents in 2025. The city’s Social Affairs Office estimates the new unified fund will cover about 1,800 people in its first year, a decline the mayor attributed to tighter eligibility rules meant to target households earning less than 80 percent of the municipal median income. Critics, including the Lugano chapter of the Swiss Social Workers Association, say the threshold excludes many working-poor families who earn just above the line but still struggle to pay rent.

For Lugano residents, the change means a single application form for all three benefits. Households now seeking after-school care for children ages 6 through 12, the city-funded minibus service for seniors over 70, or up to three months of emergency rent help will apply only once per year. Council documents show the consolidated application portal is expected to launch on 1 February 2027.

Senior advocacy group Pensionati Ticinese noted the transport subsidy will be capped at 30 one-way trips per quarter, down from unlimited trips under the old system. The group’s policy analyst, speaking on condition of not being named, said that cap could force some elderly residents to skip medical appointments or social visits. The city’s Social Affairs Office responded in a written statement that unused trips from one quarter cannot be rolled over.

Local data from the 2025 municipal budget shows Lugano spent 4.7 million Swiss francs on the three programmes combined. The 2026 budget reduces that to 4.3 million francs, a savings of about 8.5 percent, according to figures published on the city’s website. City Hall says the savings will be redirected toward a new food voucher pilot for families with children under five, a programme that has no dedicated funding line yet.

The council will hold two public hearings, scheduled for 20 August and 10 September at the Palazzo Civico, before a final vote expected in late September. If approved, the regulations take effect 1 January 2027. The mayor’s office said it will publish a plain-language guide to the changes in Italian, German and English by mid-October.

Policy experts at the University of Lugano’s Institute for Social Policy observed that integrating programmes can reduce duplicate casework but cautioned that the per-household cap might push costs onto charities. The institute’s research indicates that similar consolidations in other Swiss cities led to a 9 percent increase in private food bank use within two years. The council did not include a formal evaluation mechanism in the proposed ordinance, though the mayor said a review will be conducted after 18 months of operation.
