Lugano Council Overhauls Waste Management Contract: Residents Face New Collection Schedule Starting September

Lugano's municipal administration has finalised a new waste management contract that will alter collection schedules and recycling procedures for all 63,000 residents beginning September 1, 2026. The city council approved the agreement on July 8 after a competitive tender process, selecting a services provider to manage residential and commercial waste collection across all six administrative districts over the next three years.

The change reflects longstanding pressure on Lugano's public services budget. City records show waste disposal costs consumed 12.4 million francs of the 2025 municipal budget, or approximately 8.2 percent of operating expenditure. Officials responsible for municipal services say the new contract reduces annual costs by an estimated 890,000 francs compared to the expiring agreement, while also expanding recycling infrastructure.

What Changes on September 1

Residents living in districts 1, 2 and 3 will see their collection days shift. Monday collections will move to Wednesday. Friday collections in the eastern suburbs will consolidate to Thursday, affecting households in the Cassarate and Pregassona areas. The city distributed a 16-page guide in Italian, English and German outlining the revised schedule by postal code.

The new contract introduces mandatory separate collection for organic waste in all residential zones. Currently, organic waste combines with general refuse. From September onward, all households must place food scraps and garden matter in marked brown containers. The city says this separation will reduce landfill volume by an estimated 18 percent, though residents failing to comply may face graduated fines starting at 50 francs for the first breach.

Businesses operating in Lugano's compact city centre will face tighter restrictions. Commercial establishments have 30 days from September 1 to arrange private waste collection or enrol in a newly created small-business bulk collection programme. The municipal government says this requirement aims to reduce street-side bins in historic districts and improve public space management.

Timeline and What Residents Need to Know

Lugano's municipal administration will distribute individual collection schedules by household address in August, mailed directly to residences. The city website will publish interactive maps showing pickup days by postal code starting August 15. Residents without postal access can visit four designated municipal offices to collect printed schedules.

Green recycling depots operated by the city will remain open at their current locations: Via Nassa North, Pian Scairolo Industrial Zone, and the Lugano Recycling Centre in Manno. Two new organic waste drop-off facilities will open on September 15 in the Viganello and Paradiso districts. The municipal government estimates that approximately 6,700 households currently lack dedicated outdoor space for separate waste containers and will be able to use these facilities as an alternative.

The contract employs 47 collection staff across morning and evening shifts. Municipal records confirm existing employees have been retained, with wage terms covered under the Collective Labor Agreement for Swiss municipal workers. The city expects no redundancies.

Lugano's council meets next on August 2 to approve final implementation guidelines. Public questions can be submitted to the Department of Municipal Services until July 25. The city says residents who find their new collection day incompatible with work or family schedules may request a single exemption in writing, with decisions made on a case-by-case basis through August 31.
