Lugano's New Public Transport Subsidy Scheme Takes Effect in September: Here's What Commuters Will Pay

Lugano's city government has green-lit a revised public transport pricing model that shifts costs away from regular commuters and toward infrequent users, effective 1 September 2026. The plan, approved by the municipal council on 8 July, introduces a means-tested monthly pass priced at 35 Swiss francs for residents earning below 4,000 francs monthly, alongside higher single-journey fares for one-off trips.

The restructure aims to boost ridership on Lugano's buses and trams while shoring up the city's transport operator, Azienda Trasporti e Logistica (ATL), which reported a 12 percent operational deficit last fiscal year. Transport planning officials say the subsidy targets the city's 8,200 registered daily commuters-workers, students and pensioners who depend on the system for jobs and services-rather than spreading limited funds across all users.

Who Pays More, Who Pays Less

From September onward, a resident holding a valid monthly pass will pay 35 francs if household income falls below 4,000 francs monthly. Standard adult monthly passes will cost 68 francs, unchanged from the current rate. Single fares rise to 2.80 francs per journey, up from 2.40 francs. Residents aged 65 and over retain existing concession pricing at 28 francs monthly. The city estimates approximately 3,400 Lugano residents will qualify for the subsidised rate based on 2025 income data from the municipal tax office.

The fare increase for single journeys matters most for tourists, occasional weekend shoppers, and visitors from neighbouring communes using Lugano's system without a regular pass. ATL projects the changes will generate an additional 1.2 million francs in annual revenue, with the municipal government committing a supplementary 800,000 francs subsidy from the 2026-27 budget to offset lost revenue among lower-income households.

Implementation Timeline and Resident Transition

ATL begins distributing new pass cards to eligible residents on 15 August. Current monthly pass holders must exchange their existing tickets at one of five service counters in the city centre, at the main train station, and at the Nuvola shopping precinct between 15 August and 31 August. No transition period discounts apply; the new rates take effect immediately on 1 September. The city has budgeted 45,000 francs for a public information campaign across local radio, municipal newsletters and bus shelter advertising.

The scheme does not affect residents of neighbouring Collina d'Oro, Paradiso or Cassarate, which operate under a separate regional transport authority. However, residents who work in Lugano but live outside the city limits and hold existing passes will see their renewals charged at the standard 68-franc adult rate rather than receiving subsidised pricing.

City officials say the model prioritises keeping transport costs down for the working poor and retirees who rely on buses for medical appointments, employment and weekly groceries. The plan does not change service frequency or routes. ATL's annual service budget of 24 million francs remains unchanged, meaning no cuts to tram intervals or bus schedules. Municipal transport analyst Maria Rossi told the council on 8 July that similar dual-rate systems in Zurich and Bern have increased ridership among low-income commuters by 8 to 14 percent in the two years following implementation.

Lugano residents can apply for subsidised passes online via the municipal portal starting 1 August, or in person at any ATL service counter beginning 8 August. Income verification requires a recent tax assessment or current benefit notification letter.
